Northam's assertion defies the condemnations issued recently by prominent Virginian politicians on both sides of the aisle - many of whom have also called on Fairfax, who is black, to step down for very different reasons.

The Democratic state lawmaker said he might ask the state house to begin discussing impeaching Fairfax if he did not resign signaled on Monday he was in no rush to act.

Of Herring, he said that "just like me, he has grown".

After staying out of sight since he faced the press on February 2 to deny he was pictured in the racist photo on his yearbook page, but admitting that he had worn blackface on another occasion, Northam, 59, returned to the public eye to attend the funeral of a slain state trooper.

If the governor, lieutenant governor, and attorney general all left office or were removed, the speaker of the House would become governor.
